Passage in both houses likely, but Schwarzenegger veto expected

California State Senator Mark Leno (D-San Francisco) has introduced legislation to create a single-payer health care system, despite his expectation that it will be vetoed once again by Governor Arnold Schwarzenegger.

The legislation, Senate Bill 810, is the same as Senate Bill 840 that was introduced by State Senator Sheila Kuehl (D-Los Angeles) three years ago. Kuehl was successful in getting the bill passed in both the Senate and House, only to face a veto once it reached the governor’s desk. This year, Kuehl was termed out, and Leno was chosen to pick up the fight for universal health care.

“I don’t think the governor has changed his mind on the issue,” Leno said. “But this gives us a chance to continue educating people.”

ER doctors turn back to courts to resolve balance-billing issues PDF  | Print |  Email

Doctors claim that the system to enforce fair reimbursement rates from private and government payers is flawed.

Emergency department physicians are in the forefront fighting for what they’ve labeled as fair payment and billing practices for their services.

In January, the doctors were dealt a blow of defeat from the California Supreme Court ruling that overturned a ruling by a lower court. The ruling by the Supreme Court prevents emergency room doctors from billing patients for the balance not covered by managed care insurers. The ruling does not, however, prohibit physicians and other providers from suing managed care insurers directly.
